All rolls are done on a player to player basis, therefore, if a player wants to roll deception on an NPC and succedes, the DM won't know that the NPC was decieved, but the DM still controls the actions of the NPC, such as being slightly suspicious, if the roll was low, or not suspicious at all if the roll was high. Players cannot escape the rolls they get, if they roll low, the action goes badly, if they roll well, the action goes great. A roll does not mean the end of a chapter though, you can.
